What is SpeedWatch?
Speeding is one of the factors that most affects the quality of life which in turn makes it one of the biggest community priorities.
In the past local Safer Neighbourhood teams have been able to do little to tackle this problem.
Hampshire Constabulary has been working alongside other local authorities to set up Community SpeedWatch groups. Community SpeedWatch allows members of the community to become police support volunteers and take action, helping Hampshire Constabulary to educate drivers on the roads of concern within a given area.
How does it work?
SpeedWatch is a community scheme that can only take place in 20mph, 30mph and some 40 mph limits or zones.
The scheme is managed by the police local Safer Neighbourhood teams but run by volunteers. Volunteers use equipment that can monitor the speed of passing traffic and record the details, later adding them to a database. Vehicle checks will be undertaken by the police and letters will then be sent to the registered keepers advising them of the speed and reminding them of why it is a community concern.
SpeedWatch is not enforcement, it is education. SpeedWatch now forms part of Hampshire Constabulary's response to speeding issues. It is the first tier in their response to dealing with this problem. If a problem persists, they will escalate to tier two, meaning that enforcement can be undertaken by the police Safer Neighbourhood teams.

The Fleet group is managed by the local police Safer Neighbourhood team and it uses SIDs (Speed Indication Displays) placed at the side of the road that display in large numbers, the speed of passing vehicles together with a happy or a sad face. Depending on the road, vehicles travelling above a certain speed are recorded and their details passed on to the police who then contact the registered owner.
Fleet Town Council support the scheme and provided the initial funding for the purchase of equipment.
